MINGORA, Pakistan - Pakistan has agreed to an open-ended cease-fire with Taliban militants in the Swat Valley, government officials said yesterday, extending a truce as the country pursues broader, much-criticized talks aimed at calming a large swath of its northwestern region bordering Afghanistan.

The Taliban leader in Swat, however, said the militants would decide on whether to halt fighting for good only after a 10-day cease-fire announced last Sunday expires - and that decision hinged on the government taking unspecified "practical steps."

Taliban fighters in the Swat Valley have beheaded opponents, torched girls schools and terrorized the police to gain control of much of the onetime tourist haven, despite a lengthy military offensive.

In a talks with a hard-line, Taliban-linked cleric, the government agreed Monday to impose Islamic law in Swat and surrounding areas if the extremists stop fighting. It also suspended the military offensive, though it did not pull out troops. The cleric, Sufi Muhammad, was dispatched to persuade the militants to agree to peace.

Yesterday, senior regional official Syed Muhammad Javed told reporters in Swat: "The government and the Taliban fighters have decided to observe a permanent cease-fire. The Taliban has agreed to it and so do we."

Area government official, Shaukat Yousufzai, confirmed that both sides agreed to extend the cease-fire but said talks between Muhammad's group and representatives of Swat Valley Taliban leader Maulana Fazlullah - Muhammad's son-in-law - would proceed....

Fazlullah said the Taliban still had to discuss the deal. "We will consult again after the 10-day cease-fire," he said in a radio address. "We will also observe a permanent cease-fire if the government takes practical steps."

Though he did not specify what those steps should be, Fazlullah urged Pakistan to enforce Islamic law in the area and create "an environment of confidence."

The United States, NATO, and Britain - as well as rights activists - have voiced concerns about the talks, with NATO warning it could create a safe haven for Islamist extremists....

ISLAMABAD - Authorities in a Pakistani border province plan to arm villagers with 30,000 rifles and set up an elite police unit to protect a region increasingly besieged by Taliban and Al Qaeda militants, an official said yesterday.

The United States is already spending millions of dollars to train and equip Pakistani forces in the rugged region near the Afghan border but there was no sign it was involved in the militia plan. A US Embassy spokesman could not be reached for comment.

Pakistani Foreign Minister Shah Mehmood Qureshi said Saturday that he will try to "remove the apprehensions of the world community" about the Swat deal when he meets US officials in Washington next week, state-run media reported.

But it was unclear if yesterday's announcement had the backing of national leaders or the powerful army - or if handing out more guns in an already heavily armed society was wise.

Mahmood Shah, a former head of security for Pakistan's tribal regions, said arming civilians could trigger civil war in the northwest, where tribal and political tension is at fever pitch.

Shah said authorities should focus on bolstering existing security forces. "This is Pakistan, not Iraq or Afghanistan. There is complete anarchy in Iraq and Afghanistan, and that is not the case here," he said. "It is not going to help."

Haider Khan Hoti, chief minister of the provincial government, said authorities would distribute the guns only among "peaceful groups and individuals" so they could help police to guard their villages.

Officials would consult with local police chiefs before handing out the arms and would take them back if they were not used against "terrorists and troublemakers," Hoti's office said in a written statement.

Hoti said the guns were on hand, having been seized from "terrorists and anti-state elements."

Pakistani officials have encouraged residents to establish militias in the semiautonomous tribal areas sandwiched between North West Frontier Province and the Afghan border.

KHAR, Pakistan - A Taliban commander announced a unilateral cease-fire yesterday in a northwestern Pakistan region where the military says it has killed about 1,500 militants in an ongoing offensive.

The military was not available for comment on the Taliban's move in Bajur region, which lies next to Afghanistan. The announcement follows the introduction of an already week-old cease-fire between the government and militants in the Swat Valley, another northwestern region, in support of a peace process there.

The United States and other Western governments have criticized the Swat truce and negotiations, saying they could create a safe haven for Al Qaeda and Taliban in the region. Unlike in Swat, the Taliban in Bajur had been losing ground in recent months, most analysts say.

Their commander, Maulvi Faqir Mohammad, announced the cease-fire by radio. A government administrator in tribally ruled Bajur said authorities were aware of the announcement.

"We do welcome it. If they will not fire bullets, we will also consider taking a lenient view toward them," Faramosh Khan said.

The military began its offensive against militants in Bajur in September last year and claims to have killed around 1,500 Taliban fighters. The United States has praised the offensive.

Nevertheless, it remained unclear whether the militants would agree to a government offer to impose a version of Islamic law in the northwestern region in exchange for giving up their weapons.

Late yesterday, militant commander Maulana Fazlullah told his fighters about the truce in a radio broadcast.

"We will make this pact a success to bring peace. I want to ask all of our men not to display weapons, not to attack army vehicles, and not to attack their supply lines," he said. "Anybody who violates these orders should expect a strict action."

The military has been abiding by the truce but has said it will not withdraw from the valley until there is lasting peace. The military did not immediately comment on the Taliban's announcement yesterday.
