WASHINGTON — Three days after climate change legislation lost its top Republican supporter, Senator John F. Kerry declared yesterday that he was nonetheless moving “full speed ahead’’ on the bill. His efforts got a potential boost as Senate majority leader Harry Reid said that he would accommodate a Republican demand by putting Kerry’s bill ahead of immigration legislation on the agenda.

Kerry, meanwhile, is sending the bill to federal agencies so they can assess the impacts of the measure — a process that would allow the bill to come to the floor in June, before the legislative agenda is overshadowed by what is expected to be a brutal campaign season. “We’re full speed ahead, folks, notwithstanding this moment of public stall,’’ Kerry told reporters yesterday....

Senator Lindsey Graham of South Carolina, not known as a press-shy politician, scooted away from reporters much of the day yesterday, so it was unclear whether Reid’s comments would be enough to persuade him to rejoin the climate change efforts. Graham has suggested that immigration legislation should be removed from the current calendar because it is politically unfeasible and would divert from efforts to pass a potentially divisive climate change bill.

Reid said both would still be on the agenda, with climate change probably going first.

“Common sense dictates that if you have a bill that’s ready to go, that’s the one I’m going to go to, because on immigration we don’t have a bill yet,’’ Reid told reporters yesterday. “If the energy bill is ready, we’ll move that more quickly than a bill we don’t have.’’

Graham’s stance has intertwined two divisive issues — climate change and immigration — in an election year when both parties are trying to prepare themselves for midterm elections. Democrats, having passed health care legislation, are trying to push through other initiatives, including legislation to overhaul financial regulations and immigration reform.

Republicans are trying to block or significantly alter the Democratic proposals.

Before Reid’s comments, an exasperated Graham said “nothing has changed’’ since he decided to pull his support for his own climate change bill. He accused Democrats of using immigration as a political tool....

Yup, OIL is GUSHING INTO the GULF and these guys and the BG are POLITICKING!!!!

While Graham was part of a bipartisan group of senators who crafted an immigration overhaul bill in 2006 — an effort that caused him political headaches in his conservative state — he said there was “no way’’ the Senate could pass immigration reform now. “We’ll never get 60 votes’’ to overcome a filibuster, Graham said yesterday....

So what? Just do an end run around it like health care.

And other senators complain that working on immigration will take attention away from addressing still-high unemployment....

Republicans believe the immigration issue can cut their way, however, by rallying their base and bringing over independents worried about border security.

Reid, Democrat of Nevada, has a personal stake in the matter. Facing the toughest reelection fight of his life, Reid desperately needs to turn out Nevada’s Latino vote — a group that favored Obama by 50 points in 2008 and delivered the Democratic presidential candidate’s victory there — to keep his job in the Senate next year.
