HAMBURG, Germany — The Islamic militant whose disclosures under US interrogation in Afghanistan triggered Europe’s terrorism alert is a friend of a man convicted in the Sept. 11, 2001, attacks, officials said.
In addition, the militant attended the same Hamburg mosque as some of the 9/11 plotters, they said.
In August, Hamburg officials shuttered the Taiba mosque, known until two years ago as al-Quds, because of fears it was again becoming a magnet for homegrown extremists who, unlike foreigners, could not be expelled from the country.
Ahmad Wali Siddiqui, a 36-year-old German of Afghan descent, was arrested by the US military in July in Afghanistan. He has emerged as the latest link between Germany and Al Qaeda’s worldwide terrorism campaign.

Intelligence officials said he was a friend of Mounir el Motassadeq, who was found to have aided suicide hijackers Mohamed Atta, Marwan al-Shehhi, and Ziad Jarrah by helping them appear to be regular university students — paying their tuition and rent. US officials say Siddiqui provided details on the alleged Al Qaeda-linked plots against European capitals that prompted Washington to issue a travel alert for Europe last weekend, followed by warnings from other countries.
The suspected plot is believed to have involved plans for coordinated Mumbai-style attacks in European capitals — and prompted authorities to heighten surveillance at iconic sites such as London’s Buckingham Palace and the Eiffel Tower in Paris.
However, German officials including Interior Minister Thomas de Maiziere warned against being alarmist and stressed there are no concrete indications of an imminent attack.

PARIS — Police in southern France arrested 12 people in sweeps against suspected Islamic militant networks yesterday, including three men being checked for potential links to a network recruiting fighters for Afghanistan, officials said.
The roundups were part of two separate counterterrorism cases under investigation by French judges, and fell on the same day only by coincidence, one police official in Paris said.

Firearms and ammunition were seized in one of the sweeps, another official said.
The arrests were made as France and many other European nations step up vigilance amid what has been described as a heightened threat of terrorist attacks in Europe in recent weeks. The US government warned Americans over the weekend to use caution when traveling in Europe.
In one of the French cases, nine suspected Islamic militants were detained in southeastern Marseille and its suburbs, and authorities turned up at least one automatic rifle and a pump gun, the officials said.
In yesterday’s other roundup, two men were arrested in Marseille and another in southwestern Bordeaux on suspected ties to a Frenchman arrested in Naples last month accused of links to an Afghan recruiting ring.
A ranking French police official said the man arrested in Naples is a 24-year-old from the Paris suburb of Aubervilliers named Ryad Hennouni who had traveled to Afghanistan. The official denied Italian media reports that the young man had a kit to produce bombs, saying the material found was insignificant. The official was not authorized to discuss the case publicly so asked not to be named.
The police official with knowledge of the case said, however, that by yesterday evening it appeared that there were no close links between the three — all without police records — and Hennouni, the man arrested in Naples. The three do not appear to be of major interest, the official said, adding that verifications continued....
The DCRI has been leading an investigation of a suspected feeder network of militants headed to the border region between Afghanistan and Pakistan.

Germany’s Foreign Ministry said that it was investigating the reports but that it was unable to comment further or provide more information.
Pakistani intelligence officials initially said that the US missile strike in Pakistan had killed five German militants taking shelter in a house in the town in North Waziristan, a known hub for foreign militants with links to Al Qaeda. They later increased the number to eight, but gave no reason for the discrepancy.
Germany’s interior minister, Thomas de Maiziere, however, insisted there was “no reason to be alarmist.’’
Passauer Neue Presse reported yesterday that Konrad Freiberg, head of the German police union, said the travel alerts are to be taken seriously. He warned that more Germans are traveling to Afghanistan and Pakistan for militant training “and a large number of them have returned and are living here.’’
In a separate development Monday, the Pentagon said US and NATO forces have killed more than 100 militant fighters from a Pakistan-based faction of the Taliban over the past two weeks.
Geoff Morrell, Pentagon press secretary, said the killings targeted the Haqqani network in Afghanistan. The Islamist group is an offshoot of the Taliban.

LONDON — Did their voices betray them? The discovery of an alleged terror plot against Europe owes at least some of its success to voiceprint technology that allows law enforcement to match electronically a voice to its owner.

The technique, which some compare to fingerprinting, can be a powerful antiterror tool, officials increasingly believe. Law enforcement agencies are already considering how a voice database could help thwart plots.

In a 2003 paper presented to a conference in Geneva, several specialists warned that there was no scientific way of identifying a person’s voice with absolute certainty. Frederic Bimbot, one of the authors, said the term “voiceprinting’’ is a misnomer because it suggests that the technique is as reliable as fingerprinting.

PARIS — France’s Foreign Ministry is warning French travelers of a high terrorism risk in Britain, asking them to be watchful in public transport and busy tourist areas across the English Channel.

A message posted on the ministry’s website late Tuesday said British authorities have warned that “the level of terrorist threat is very high in the United Kingdom, and the risk of an attack is very likely.’’

This past weekend, the US State Department advised American citizens living or traveling in Europe to take more precautions about their personal security. Britain’s Foreign Office in turn warned travelers to France and Germany of a high terror threat.
France’s warning did not mention Germany. That was because the Germans, unlike the British, have not expressed such serious concerns about a terror threat inside their territory, said a French diplomat speaking on condition of anonymity because of policy.
